Designs: The portrait of Roque B. Ablan under a Philippine flag symbolizes his dedication and patriotic service in war and peace. The coast depicted here is Saddle Rock, Mayra-ira Point which was used as a reference point of the US navy submarine USS Stingray. The submarine was dispatched in August 1944 to contact the guerrilla group led by Ablan.

Outstanding public servant and World War II hero, Roque Ablan was born on 09 August 1906 in Laoag, llocos Norte to Victor Ablan and Raymunda Blanco. He obtained his Bachelor of Philosophy degree in 1929 and Bachelor of Laws degree in 1930 from the University of the Philippines.
